Qualification Guidelines

Penrith Touch Association is responsible for the administration of Penrith Touch teams representing in age groups from Under 8 to Seniors in the New South Wales Touch Association competitions.

The Penrith Committee shall oversee the administration of the representative teams in conjunction with the duly appointed Representative Co-ordinator.

The purposes of this document is outline the qualifying rules and guidelines to Represent Penrith Touch Association and NSWTA tournaments.

The Penrith Touch Committee is seeking to ensure an open and transparent selection process for all players within the Penrith Touch and reserves the right to modify or change the Representative rules contained in this document without notice and at any time it deems necessary.

Penrith Touch Committee Commitments

The Penrith Touch Committee and Representative Coordinator shall be responsible for:

  • Selecting the most competitive team available (Eligible Players Only)
  • Appointing of a suitably qualified coach or coaches for each representative team
  • Appointment of a team manager or managers for each representative team
  • Appointment of independent team selectors who will have primary responsibility for the selection of teams in designated age groups in conjunction with the team coach for that age group. Team selectors and team coaches shall have sole discretion as to the selection of each team and no interference from any other person is permitted. Such selections must fall within these Penrith Touch Representative Rules.
  • Organising trial matches for each team where appropriate
  • Organising uniforms and other clothing as may be made available to the players from time to time
  • Organising the provision of equipment for the use of each team
  • No person shall undertake any position or role, whether official or unofficial, associated with a Penrith Touch Representative Team without the prior approval of the Penrith Touch Committee
  • The Penrith Touch Committee shall have complete discretion to approve or reject applications from players in respect of their availability to attend trial or competition games. Applications shall not be determined by any other party

Team Management

Coach Eligibility

Must hold the appropriate coaching qualifications being a minimum of Touch Football Level 2 Coaching Certificate for all junior and senior representative teams.

Must commit without reservation to giving priority to developing the skills of the individual players in the context of coaching the team by reference to age-appropriate skills set
must be available to:

  • Attend all Coaches meetings as needed by the Penrith Touch Committee.
  • Must be approved by the Penrith Touch Committee following recommendation from the Representative Co-ordinator.
  • Must complete and submit the relevant declaration in respect of working with children.
  • Must abide by the NSWTA Code of Conduct.

Coach Responsibilities

  • Treat all players with respect and provide a safe & fun environment for all players to develop their skills & capabilities
  • To train the players to the best of the Coaches ability
  • To appoint a Captain of the team
  • To provide each player with an equal opportunity
  • To ensure all Penrith Touch, NSWTA rules and guidelines are met and adhered to with regards to all representative players under their charge

Manager Eligibility

For a person to be appointed as a Manager of a Penrith Touch Representative Team that person:

  • Must be approved by the Penrith Touch Committee following recommendation from the Representative Co-ordinator
  • Must complete and submit the relevant documentation in respect of working with children
  • Must abide by the NSWTA Code of Conduct.
  • Managers will be appointed by the Penrith Touch Committee as soon as possible after the selection of the Representative Teams

Manager Responsibilities

To ensure:

  • that each player is provided with up-to-date information relating to the date and time of training, trial games, competition games and social events
  • the Penrith Touch Coaches Treat all players with respect and provide a safe & fun environment for all players to develop their skills & capabilities
  • that each player is provided with the necessary equipment, including playing uniform, to satisfactorily fulfil his Representative opportunities
  • that the team is provided with the necessary equipment to satisfactorily fulfil its Representative goals
  • all players are financial and qualify before the start of the representative competition
  • all Penrith Touch and NSWTA rules and guidelines are met and adhered to with regards to all representative players under their charge

Independent Selector Eligibility

Be approved by the Penrith Touch Committee following recommendation from the Representative Co-ordinator and must have the appropriate level of experience and expertise deemed necessary by the Penrith Touch Committee.

Be able to perform the duties of independent selector in the age group or age groups to which that person is appointed by the Penrith Touch Committee.

These selectors must have no affiliation with the age group in question and should be selected from a broad cross section of applicants. The coach is permitted to be involved in the selection process however carries no vote on selection as each of the Independent Selectors do.

In considering the selection of players, the Selectors must have regard to the requirement of the Coach to give priority to developing the skills of the individual players in the context of coaching the team by reference to age-appropriate skill sets.

Independent Selector Responsibilities

To select the strongest possible team to represent Penrith Touch in the age group to which the selector has been appointed by the Penrith Touch Committee.

To select the team in an unbiased manner, ensuring that each player receives an equal opportunity for selection in that team.

To liaise with the Coach in reviewing the team selected. Should the Coach and Selectors not agree as to the selection of a player or players, the Representative Coordinator will have the final decision. If a decision cannot be made it will be dealt with by the executive committee.

To advise the Representative Co-ordinator and the Penrith Touch Committee of the players selected as soon as possible following the selection of the team

Player Eligibility

  • Must be registered in a Penrith Touch local competition
  • Must play at least 5 games in the season prior to the NSWTA competition (Below is the criteria for qualification)
  • Must qualify under the NSWTA Rules and Regulations
  • Must be available for all training sessions designated by the team coach
  • Must be available for all trial games and competition games as required
  • Is required to play in the appropriate Representative Team age group for players of that age

All final player selections and team make up must be approved by the Penrith Touch Committee following recommendation from the Representative Co-ordinator

Eligibility for Junior State Cup

  • Must play at least 5 games in the Local Summer Junior Competition prior to the Junior State Cup Tournament
    and/or
  • Play 5 games in the Local Summer Senior Competition prior to the Junior State Cup Tournament

Eligibility for Senior State Cup

Must play at least 5 games in the Local Season 2 Senior Competition prior to the Senior State Cup Tournament

Eligibility For Vawdon Cup

Must play at least 5 games in the Local Season 1 Senior Competition prior to the Vawdon Cup Tournament
